Cisco 7940 engaged tone for all incoming calls

Hi folks,

I had tried to setup a Cisco 7942 phone but I have given up as I don't think its going to work. I had previously disregarded an older 7940 that I had found kicking around so have now tried that and it registered first try.

I can dial out and so far have tested with 152 and 123

The problem I have is I can't receive incoming calls. There is just a permanent engaged tone.

Any suggestions?

I am not sure if its the phone or my account..
