Double Dialing no good:-(

A number of colleagues and myself have to double dial a number to get a connection when dialing into Uk VOIP. The first time we dial we get the error message 'service unavailable'; the second time (3-4 seconds later) we get the connection. Anyone any suggestions 'cause it's been REALLY frustrating recently. Thanks
